Hub Plugin Custom Coded

Hello Mcm, I am looking for a developer that can create a hub plugin for me with the following specs:

Features:
No Damage - The player isn't able to receive any form of damage
Join message - When a player joins he will receive a multiline message and a smaller message will be broadcast thru out the hub - Config
private messages - Players should be able to ./m - ./msg each other
Staff Chat - ./sc enables staff chat do ./sc do enter normal chat - Staffchat has prefix and is only visible to people with the hub.staff permission - Config to change prefix and format
Hub - Supports text messages in the ./

- Config
Text - Only able to message every 3 second
No starvation - The player will always have a full hunger bar
Double jump - Explains it self
No rain - Makes sure the hub stays sunny
Always day - Makes it stay day forever
Anti Advertisement - blocks text such as .org .net.com aswell as 31.244.219.167:25565 and 31.214.219.167


Commands:
- /build - Enable/Disable build mode - permission hub.staff
- /sethub - Sets hub - permission hub.staff
- /hub - teleports you to hub
- /delhub - Removes the hub placement - permission hub.staff
- /vanish - Vanish - aliases ./v - permission hub.staff
- /bc {message} - Broadcasts a message - permission hub.staff
-/cc - Clears chat - permission hub.staff
- /fly - to fly - permission hub.staff
- /gm 1,2,3 - changes through the gamemodes - permission hub.staff


Requirements:
Nice code, others may need to fix it for me in the future.

TOS:
I will pay %60 upfront depending on the price
You are not allowed to redistribute the plugin
When sold to me you are selling ALL rights to the plugin

Why pay for this to be custom coded, when everything you want can be found on Spigot for free..

Because i want ALL of these features in 1 plugin
