They are not, this is why we are ven seeling licences - so that even a small server is able to have an insane hub and get the chance to become a big one in the game

I would strongly recommend going for the $5500 deal, Its probably the best deal you're going to get. Non-exclusive builds don't sell well on here, no matter how cheap they are.
