No, actually I don't think he is. You're simply lowballing. I think $15 is an accurate price for a house this size, since it does not have any interior, but the roof and everything work out well.

You often see 15$ for a 100x100 Factions spawn highly detailed.
I'm not here to say his building is bad it's quite astonishing. I feel like it's not worth 30-40$ though. A lot of things could have been done to it to make the price higher.
I would pay maximum 8$ on this 'my opinion.'

besides, I've made both numerous faction spawns and houses, and I can assure you the difference in the amount of effort involved is minimal. Most faction spawns are square, so all you have to do is make one wall and copy-paste it, then fill in the middle.
This house, while having some repeat elements as well, is not a square shape and is also very high in detail without being slab-spammy, something most low-budget factionspawns cannot claim.

While your right with what you're saying i just want to point out that minecraft builds are basically like art. Their prices largely depend on how well known a builder (or his build team) is and peoples opinion.
It'd be great if every builder could get a fair amount of money for what he does but sometimes it's rip yourself off or don't sell anything at all.

This is still worth more than $10 nonetheless
