I suggest it be best for Web Designers to be called front-end with the assumption they use some UI program like Adobe Fireworks or Figma to design and code front end

and Web Developers to be front end + back end. Developers generally imply they can code both sides, whereas Designer implies the front end. Many service teams simply have Web Development and then with client specification, front end or back end, the sales rep or freelancer will gauge whether they can do it or not.
