Hybrid Server (Capable of holding 150+ players)

I am releasing my server and we are expected to have over 200+ users. Of course with this the unique player count will most likely be 100 as people like logging on bots/alts. I'm looking to spend $40-$60 on a HYBRID server capable of doing this. Preferably 32gb and Xeon processors but still list it as I might be desperate..
