Hyperlink to Rules Wiki in Report Reason

This would make it easier to find the rules page, along with making it easier for staff to check if the rule is broken, as the report reason could be inaccurate/badly worded

I don't really see what benefit this would be able to provide, and it'd just create more clutter/unintuitive navigation if the button was placed there.
