They do not violate the EULA or COPPA, EULA is pay2win whilst Hypixel just does donations with cosmetic features. For COPPA, Hypixel is protected by this statement on there store, "WE TAKE YOUR PRIVACY SERIOUSLY. WE COLLECT DATA TO PROCESS YOUR ORDER AND TO PROVIDE UPDATES ABOUT OUR NETWORK IN LINE WITH OUR PRIVACY POLICY. There is no one list that says what the most sold video game is. Most agree Minecraft isn't #1 though. I found that list, but then I found a list by an actual reputable article (IGN) saying Tetris has over 500 million sales, while Minecraft only has around 176 million.

Their sales could be over $1,000,000, but that's not profit, they still have to pay a hefty chunk of that to a lot of people. (I'm assuming)

These are just my thoughts though, I don't think anyone here has the certification or experience to appraise this server.
