I mean it could be but it wont be one time. I'll pay half obviously through services and see if they do some good work.
Then once they are all completed and the server is all ready i'll pay them the other half. I have two other managers and both are paid. They can show proof I do pay my staff members I hire.

So basically the developer gets paid $130 and you can tell them to make 10,000 minigame plugins? (I know your server is not minigame based, just giving an example.)
