I would highly recommend Anvilnode from personal experience. Have been with them for over a month now and have been nothing but helpful any time i spoke to them. Have had no lag or server problems. Some issues but those were down to me.

Another host that i started using most recently is Clovux. They currently give you a free web host as well if your after that. I have had no issues what so ever so far.

Both hosts have great budget prices to fit your needs.
