Is an random head sended with packets, this spawn with random coordinates, and get the item when make right click, is there available in spigot some similar plugin?

There is not any other similar plugin that I know of, it's most likely custom made, either way you are in the wrong section, unless if you would like a dev (like me) to make it for you, then you are in the correct place
