I got scammed and my Paypal got limited

So basically I run a service team and this guy asks for a design, he pays $7, after I give him the design He pays $5 more for a logo, I was coming home to start his logo and I see that our Paypal got limited and locked. It was in negative balance. The guy had charged back. He said his Paypal was limited but I didn't believe him, he later calls me stupid and then leaves and blocks me.
Is there anyway I can have Paypal unlimit my account? I have acess to it but my friend who is 18 has his real info there but he hasn't linked a bank or a card and paypal said he had to pay the negative balance or his account will continued to be blocked.

If anyone knows how to manage this please help. Thanks

Then you have to confirm identity with id and stuff
happened to mine but because i recieved 1.8k+
Verified with real info and good to go

My friend told me he had to link a bank account or credit card to pay the negative balance, We want to get our money back

Contact paypal. Show them everything you made for him. Show you sending him the product and paypal should resolve it IF you have proof of sending him the order he placed

I have the whole convo and I have proof that I own the design so I hope paypal does something
