So I got a very good Factions idea, make setups very well and professional, have the best builders, art and everything. I can make this server very well and professional, now my question is, can this work if I only have 600 dollars for ads?

You may get a decent playerbase, I would invest 500 in adverts, and use 100$ as giveaway money and that will attract some players. (and make sure one of the requirements in the giveaway turns on notifications so they'll stick around)
