You can't do anything without a card unless you paypal the money to someone else and have them do it for you. Message me if you want help.
You don’t even need a card to do that, it’s 100% possible to do without one and it’s pretty easy.
First of all you must go into your PayPal Settings and click on “Payment”
Finally, you scroll down and look for “Your preferred way to pay”. Then you click “Online Balance” and then click save and you’re done!
It’s very important to make sure you have enough money in your balance to purchase things in the first place or else it will automatically make you select a card

For most one-time purchases you can just use your PayPal balance as long as your account isn't limited and you don't live in a country where there are laws stipulating you must have a card or bank account. Subscription services (pre-approved payments) always require a card or bank account attached as a funding source so you may need to buy a prepaid card if you don't have these if you want a subscription that doesn't rely on one-time payments done manually every month - so most small hosting companies should be fine but services such as Netflix subscriptions and Discord Nitro (as well as any service where you don't get redirected to PayPal every time you make a payment, such as Google Play and iTunes) will require a payment method linked. It should be noted that where your PayPal balance is accepted without a payment method attached, it may be pending for a while and will be unclaimable by the merchant (often for 24 hours), so you may have to wait 24 hours after buying something to receive it unless you add a payment method first.
