I need a free plugin if possible...

Hello, I have my own anarchy server! On there we have no rules where hacking is allowed! We have world edit and other things. To get around fast we allow /speed 10 ETC! Here is the thing... I need a plugin that can do one of two things. I need a plugin that will stop a player that has went into 6 or more unloaded chunks until the chunks have caught up with them or I need one that will not allow you to go in unloaded chunks at all. Here is why. When players go in fly mode and they turn on /speed 10 or fly hacks they go fast. If they fly in one direction the chunks won't keep up, and if they do this for 5k-6k blocks it won't crash the server however it not only brings down the tps but it kicks everyone for around 15 secs. If anyone can make a plugin for me or if there is a plugin that could help me please let me know!

i dont know if there is a plugin but why not just disable fly? it seems like your talking about anarchy and it would be the easiest option / the best
