I need a full on server Made!

Wanting to make a faction server with a budget of $10-20 will not get you far at all. Your host will probably already cost more than that.
Realistic budgets for serious completely custom factions servers is usually between $300-600 (yes, it is that much). You have to take into account paying for builds, paying for developers or premium plugins, paying for artwork, paying for a site, paying for a host and possibly paying for advertising (faction servers do not work without advertising, you simply won't get players with a traditional faction server and no advertisement).

With that being said, it is possible to make a faction server with only $20. Will it be good? No. Will you get players? No. Are you going to waste a lot of time doing things yourself and having it end up pretty bad? Yes.

With that budget your only options are to either buy a setup; which means a server that's already made and works out of the box, or make every single thing yourself.
The problem with a setup is that your server won't be unique since there's already tons of people that own the exact same one, and if your factions server isn't unique, it simply won't succeed.
And even after you buy the setup, you have to buy a host which you will need to pay every month to keep your server online.

If you're 100% dedicated in making a server and won't give up after just a couple hours of struggling, I suggest you read up on how to make one yourself so it can be more unique.
If you're a bad builder or don't have any friends who know how to build then you will probably need to buy builds eventually (players won't stick around your server if it looks really bad). But in the meantime you can lookup what spigot is, how plugins work and ways you can save money when building a server.

Don't make a server if your budget is so low, save up some money, $100 at least and maybe you can get a 3-5 playerbase.

I tried setting up a Prison Server about a year ago and my initial budget was just shy of $200. We didn't even make it to release before we ran out of money
