I need a proper permissions file made.

I am aware of what permissions i need for each rank i just need a little help actually doing it.
I need someone who actually knows what there doing.
I need someone that does not mind joining a Skype call so i can tell them how each rank should be scripted, but also has enough insight to know what permissions a player needs and dose not need.
