I need a high speed server to do high speed tasks with another server in Washington. One of my friends website is there. I think he hosts with AWS.

Why not just get an AWS server then? If you really need a server just buy one and colocate it.

I don't think there's a DC location for AWS, but Ashburn is right next to DC, so that's probably your best bet.
Even if you don't buy directly through AWS, just Google Ashburn VPS and you'll find thousands of hosts who are colocating there.
