He said that he has second paypal account, so I send the money to him, and he left and being offline all the time

Tell paypal: Hello dear paypal, i paid for a good & service and sadly the seller decided to scamm me and left. After i paid i didn't got what i paid for and he refuses to refund/support me. Please help.
