So in the end, how do I make it so endermen cant spawn unless there is a spawner!! /rg define (region) mob-spawning deny doesnt work because endermen wont spawn from spawners. PLEASE HELP

what im trying to do is make it so endermen will not spawn naturally in end, but can spawn from enderman spawners.
