What language and for what purpose?

HTML css, js php

Probably TeamViewer or a support programme, as that allows you to type using the same PC.
Or GitHub - which allows you to make repositories public :/

I mean like I can code HTML and he codes css then when I check the css file it live updates, then I can press view and view the web

Use Brackets, it has an extension so you can create a room and you can see in realtime what your friends are editing. Brackets has support for almost every language.

Honestly github is the way to go, but there are no programs that I know of for 'realtime' coding. The teamviewer idea is clunky and not optimised for specifically code editing so it would be laggy and horrific - also, doesn't allow for coding at the same time as only one person can control the keyboard at once... Web server uploading frequently idea is the same as github but it justs costs money and time to setup.

Github doesn't even achieve your goals really to be honest, been looking at some other ideas here and they seem good.
