You mean when you enter the server a pop up comes up like "This server suggest a taxtyre pop"? Well, you need to install a texture mod, not just download it.

Last time i checked, you needed the hash of the resource pack.
Hence..
resource-pack-hash:
or something like that.

It needs to be a direct download link.
