Forum board. It has almost nothing to do with minecraft.

And verbally tell people who might be interested. Word of mouth is very powerful if used correctly.

Host a giveaway on here and other sites. You could give out $10. You can promote your business/forums by telling people to enter you have to join the forums and have posted 10 messages/replied to 10 threads. That works a little. It will get some users at least. Most will mostly likely do it just to join though.
