Unfortunately that's an unrealistic price for an i7, with 64GB RAM. Only the newest I7's are compatible with 64GB RAM, therefor you will not find anything in your price range with an I7.

Our Intel Quad-Core i7-4790 can only handle 32GB ram.

However, I am unsure what you are going to host, but our Intel Quad Core X5570 4C/8 T @ 2.93GHz works pretty well for most smaller task, also for a couple of Minecraft servers. If you let me know what you are going to host, I can send you can offer.
