I need some assistance (php) $$$

Hi, I'm writing this on behalf of a friend:

Currently have an account system made with PHP for the backend, and HTML & CSS and JS for the frontend.

The site appears fine when on computer, but when on a mobile and smaller screened devices such as 13” and smaller laptops the screen goes weird and overlaps.

I've tried viewport, and various other things however I can't get anything to work?

Suggestions?

I'm willing to pay.

That is not because of php, that's because of your html and css
