I need some assistance with WorldGuard

Hi MCM, I am currently trying to make some regions for my skyblock server and all was good until I ran into a problem. I set up the regions just fine, I know that for sure but when I make the pvp region within my spawn region pvp does not work. Here was my process.

/rg create Spawn
/rg priority Spawn 1
/rg flag spawn (build deny, pvp deny, use allow, interact allow, invincible allow, fall-damage deny, mob-spawning deny)

Then I selected the pvp region (this is within the spawn region)

/rg create PvP
/rg priority PvP 2
/rg flag PvP (build deny, pvp allow, use allow, interact allow, mob-spawning deny)

But Players cannot pvp in the pvp region still. Please help.
