I want a racing plugin to be developed

Hello,

What a quote be for a plugin that is like the Turbo Kart Racers on Hypixel. Basically I want the following:
- Using blocks are cars so I can edit models using an resource pack
- Multi Lap system - Customisable tuning settings for Cars
- Leaderboard system for best lap times
- Multi track support
- Tournament Support
- (Optional) Licenses like in the Gran Turismo series.
- Being able to unlock cars through either playing, donating to the server or through a car dealership

Yeah, I figured that, might tone down the requirements a bit. Really the only things I need right now are the blocks as cars, multi lap system and multi track support
