Go to sites like CodeAcademy. Best place to start learning the basics of web design/development
I have done that already, but i prefer to have 1 to 1 interactive learning.

I would suggest reading through https://www.w3schools.com/ and watching youtube videos of how to create basic html sites, then start to learn css and mix them both together to create some practice sites.

I'm sure someone here will help you out but in my opinion, you have the basic knowledge to create a site. After passing the codeacademy courses (HTML and CSS), you can easily make a site with little issue.

Now for designing, that's something no one can tell you what to do. We can help guide you but the design is all you. Think of a color scheme, ideas, and a general layout. I go to codepen and look at crazy "pens" people make and get ideas from it. It's quite useful.

The easiest way to learn is to think of a cool project/page you want to make, start coding with your basic knowledge, and then google how to do the stuff you don't know how to do. Eventually, over time you will get very good at it, and become "fluent."

One of the hardest things for me when learning to program/design was not having anything to make, so I would just learn and not apply that learning to anything. I'd recommend finding something you want to make (i.e Portfolio) and trying to make that. As for learning, there are online courses, web guides, cheat sheets, and one on one instructors some of which are free and others require payments. Finding how you learn best is going to be key to learning HTML/CSS. If I had to relearn everything I'd start by learning the basics of HTML(vid), learn the basics of css(vid), and then play around and make something with what you learned. If you want to make your website do something outside of a static website(website with fixed content) then I'd learn Javascript(vid). After you've got the basics of HTML/CSS down, this is where you should start making something from start to finish. You could learn how to use wordpress(.ORG NOT .COM) or another CMS to create a theme/website. After you finished the website then you can get feedback and fix what you did wrong and learn from it. The best and easiest framework(IMO) to learn is Bootstrap by Twitter which will allow you to make your website responsive(support phone, tablet, computer) without having to mess with media queries which can be a pain. At first web development might seem very hard and confusing, but as you learn and retain the information it will become as easy as speaking your native language.

Some software and websites I'd recommend

Text Editor: Brackets, Visual Studio Code, Sublime Text, or Atom (Brackets has Live Preview, Visual Studio Code has a lot of features and a large community, sublime is very fast and does what it's suppose to do very well but it costs money, and I find atom very slow which is why I don't use it anymore)
Hosting: DigitalOcean, Linode, Vultr (Used all of them, DigitalOcean has great integration, Linode is the fastest but has a bad UI, Vultr is fast and modern but has fewer features)
Learning: Treehouse(paid), Lynda(paid), Code Academy, Stack Overflow, W3Schools(I don't think it's worth the time or money to spend to learn HTML/CSS)
Books: HTML and CSS , Javascript & JQuery (I own both, nice books)
Terminals: Putty or Smartty (I prefer Smartty due to it having multiple tab support but Putty has a bigger community)
CMS: Wordpress, Drupal, Hugo, Jekyll, Hexo, Ghost

Github - Community for Open Source programs/sites, SIGN UP NOW
Github Desktop - Github user interface for managing a repository
Gitlab - Same idea as github, just not owned by Microsoft(if that matters) :)
BuiltWith - Identifies what technologies a website uses
Worth of Web - Finds the value($) of a website
ColorPic - Finds the color(hex / rgb) of anything on your screen
