can someone tell me what do I need for this and any idea how to make 1?

I don't know but someone out there might have the skills, but it never hurts to put this in the development section and maybe somebody will be able to do this for you.

I'm not really looking to hire or recruit someone, I only wish to know more about this as I'm still at pre-decision stage.

I've no idea how the backend of a software like this would work that said, I'd imagine you'd need a lot of storage space on a server for this to be useful.

I'd imagine there'd be quite an investment for this, nonetheless I wish you good luck if you choose to move forward with it!
