Typically vouch copies are used to mean ones honest reflection of ones free service, assumingly, the service is good but inexperienced.

Doesn’t matter what you “presume”. As far as what I’ve been told from staff, it’s perfectly fine to ask for vouches as long as you don’t ask for a specific reputation type to be added. So for example: You can’t ask for someone to add positive rep to your profile for a service but you can ask them to write you a review of their choice, in other words, a vouch.
