From personal experience, you can abuse the DigitalOcean Refferal System by reffering alternate accounts of your own, and adding a visa debit card with $1-$5 on them, to cover the authorization fee.
After this, they credit your account with $100 which can only be used within a 60 day time frame.

When I used to not have as much funds to buy high end dedicated servers, I used to do this and keep replacing my visa card.

This is the only reasonal explanation into why he is selling it for so cheap...

With that being said, people could simply do that on their own; and not spend $16 on this VPS. They'd save money, be dealing with a solid host directly, and not have a third party to go through.

Yeah, probably. But being that they give them out like candy, I wouldn't want to take the chance of being scammed. I would rather just go through Digital Ocean myself. It's the smarter alternative.

yeah I'm not saying people should buy it, just how he's likely obtaining it.
