If you don't mind no DDoS protection, then wholesaleinternet would be the best option for you. I believe you can get an E3-1230v2 with 32GB ram for $56.

SoYouStart (Sister company of OVH) would also be an option. A big complaint about OVH is lack of support, however just keep in mind they're an unmanaged host so they only provide hardware support.
