$ In need of a Server Logo [Hand Drawn] [Illustration] $

Hello I'm currently looking for a illustrated logo for my upcoming server. My budget is between $40-$70.

What I'm looking for?

I'm looking for an eye appealing illustrated logo, I'm not here for photoshopped ones so don't bother contacting me if you can't or not experienced with drawing logo's by hand.

I'd like a old looking rusty scroll as the foundation of the logo, the scroll is going to be where the server name will be written on. For example, the scroll should be horizontal and should look nice and cartoonish.

In the middle of the scroll, the server name should be written. I'd like 'LEGEND' to be the biggest font in the scroll along with 'WARS' under 'LEGEND'. 'WARS' should be in smaller font then 'LEGEND'

*The server name is 'LEGENDWARS'

I'm currently not sure what the colour should look like for the name however, i'd like light blue theme to the name. - Our server theme is Light Blue & White. This is why i'm unsure of the colours because not sure if WHITE would look nice in the logo.

Behind the scroll their should be a evil looking witch which is laughing, Her hands should be sticking out, one holding gunpowder with particles coming out of it, and the other should be a potion or something to suit with the theme.

*The reason for gunpowder, is because the gunpowder is used as an item to enchant your items {Our server is running custom enchants}

Overall, this is pretty much what I'm looking for, now I'm not very clever with how the 'perfect' logo should look, but as a illustrator if you have any idea on what i could do/change to make the Logo look better please don't hesitate to suggest it.
