In need of Custom Plugin ($35 dollars)

I need a developer that I can work closely with to make a Custom Custom Enchants plugin, and someone who can continue to update it till it meets my directions.

Hopefully I can get an experienced coder, and for a project I expect will take maybe 6 total hours to get a draft done, I will pay 35 bucks. Or more if it takes more time than expected.
