Speaking from experience, you are better off downsizing to a single server and then expanding when you have a consistent ~65+ players online. With 5 players, your server is just going to be more divided than before (Even with 20-25 players it didn't end too well with like 3 gamemodes) and you'll put in extra work into servers that will just sit there and be empty constantly.
In my opinion, you shouldn't have both factions and survival. They're two both very similar games and it's like basically having survival and advanced survival on your server. Totally ignore this reply if your fans want survival and factions, but I would recommend having factions and like skyblock or something since those two games are very much different.Hello!
