What is needed:

/Staff or /mod

Inventory:
#1: Compass - Phase through blocks - Rename item to &9Phase

#2Packedacked Freeze Players - Rename item to &9Freezer

#3: Book - Invsee Players - Rename item to &9Sneak Peak

#4: Empty

#5: Fether - Toggle Fly - Rename item to &9Fly

#7: Clock - CPS checker - Rename item to &9CPS

#8: Glass - Toogls Vanish - Rename item to &9Invisible

&9: Paper - GUI what to punish - Rename item to &9Punisher

I don't think it'll be that easy for you to find someone to custom code a staff mode and a punishment GUI entirely for free. In my opinion as someone else said you should use Staff+ for staff mode. If you were looking to pay I would say 5 dollars at most for all of that.
