Inaccurate tagging with 2-character names

When tagging someone using a two character name, it will randomly pick users with longer names that begin with those 2 characters. For example, trying to tag @/69 often tags @/69. instead. Tagging @/00 results in tagging @/000000 or @/00000000000000000 instead.

(on a side note, @/00000000000000000 does not show up in the "predictive tagging" list.

From the little bit of testing I've done I don't fully understand how to replicate this. Tagging 2 character names seems to work just fine for me so it may have been an artifact of it being first implemented perhaps.

I'll move this to the bug report archives, thank you
