When I checked the steam page, I didn't see anything that indicates when it ends, if at all.
From what I can tell, it is a permanent sale (from the description):
*Includes all available downloadable content for Borderlands 2 and Borderlands: The Pre-Sequel as of December 31st, 2017.

This could either indicate that it has been going since then, that something hasn't been released for it since then, or that they just didn't include anything after that...
