Instagram weirdos - need help

Hey, so my friend and I recently discovered somebody made a fan account and has photos of him that he doesn't even know were taken.

Anyway I can find out who this is? Instagram won't tell us due to privacy, but at the same time we know its some weirdo messing with us.

Let me know what I can do.
