I was wondering how long it takes until the Investing section of the Forum let's you post a new thread. I've been a member of this site since 2017, but am a new viewer to the Investors forum. Are there requirements to be able to post?

It will require effort on your end to properly integrate the community. Just stick around and reply when you can be useful. That’s the best advice I can suggest you.

No one except the staff know the requirements. Just keep using the site normally and you'll get it.
