is 400 cpu on a Intel Core i7 7700K 32GB bad on a start up with just a server jar file?

My server is having very odd cpu issues, I run on an i7 7700K 32GB and started a fresh server to test, uploaded only the jar file to the server and it spikes to 400 cpu usage on startup.

Honestly dw about spike cpu usage when it starts up, Im guessing your using Pterodactyl tho? and honestly that server is perfectly fine. If its constant 400% cpu, one of your plugins is fucking something up. Or the panel or whatever you're using to monitor usage is messed up.
