I'm not sure in regards of TOS of such servers, but if a legit giveaway is hosted it is allowed i believe? It's just that if lies are presented in luring people that it is against TOS? anyway it's a gamble.
You could try it out and host a legit giveaway, and turn it into something else at the same time. But for the ones who are lured into the scam initially well most of them will leave and perhaps report.
