Depends.

1) Can you afford advertising, graphics, hosting, etc as you start (especially advertising)?

2) Is your idea unique? If not, you might want to make sure you have at least something to compel players

3) Are you prepared for stress? Running a server is very stressful. You have to manage staff, pay all your bills, etc.

Advice: Use a SummerHost. They're pretty reliable. Disclaimer: This is satire.

I've addressed this in other topics related to this before, but you have to be dedicated to it, your plugins and ideas need to be at least somewhat custom, and you need to have a solid bit a cash. Also, being accepting and understand of the fact that the server you create may fail is always a good idea too.

Developers are typically paid per hour if you hire professional ones to actually work for you and not just for a commission. This can easily amount to thousands of dollars just to get your network off the ground, then factor in graphics, paying for hosting, a website, graphics, possibly licenses for plugins or website software, and you're already had a pretty high check. (don't forget advertisement ;))

I have seen so many promising networks fail because they either went in over their head or drowned because they failed at what is arguable the hardest part if you don't have the right contacts- advertising.
