Is it possible? Custom enchantments

Hello, I wanted to ask if theres a possible developer who can do the things I want, Heres a summary. Im not sure if its a possible. I dont need this done and I cannot pay yet, this is just a question.

So, I was wondering if a developer can gather sword custom enchantments and put it all into a different plugin I want. I want a single command

/ce give <Player> <Material> <enchant> <customenchant2> Enchantment:Level> [Custom or Vanilla Enchantment:Level] ... Gives the target player an item with the set material containing the given Enchantments.

I only want BOW and WEAPON enchantments .


OR

I want to be able to configure custom items.

Customitem: "myitem"
Itemname: "&etest"
Item Id:"69"
Custom enchantment:
- " test command enchant"
- " secound test enchant"

Command /ce give "myitem" 1

You'd need to describe the custom enchantments, and many plugins can do vanilla commands similar to this, i don't think it'd be relatively hard. Though however, we don't need to go through and discuss about how u limited my paypal right? Not trying to trash, just letting other users be weary of that $1 f&f payment that managed to put my hard earned money to pay back my debt to waste.

Apparently the user had an issue with his paypal and his got limited first, than they tracked the $1 to me and limited mine. dont ask me how or why, but its the user's "brother's fault" apparently spending something on steam.
