I sent the payment as friends and family. Is there anyway I can charge back?
because I have been hearing a lot of things from people that there is ways to chargeback on friends and family

Yes, but unfortunately for your scenario not likely. It would have to be in a small period of time, usually within a week you have to charge-back with friends and family so PayPal can be more convinced that it is an unauthorized purchase. If its two weeks or more, and you've logged in after those 2 or so weeks, you have a less chance of winning it.

Another question; do you pay for things with PayPal with your balance or credit card? If credit card, you may be able to call your card provider and they can charge back as well.

If you're under 18 it is a huge risk cause they'll ask you to verify your age and if you're not 18 then your account gets suspended. Something similar happened to me, somebody paid for a rank on a prison server I ran and then decided it'd be funny to chargeback and so I got flagged and that account hasnt been usable since.

The only way to successfully chargeback a friends and family payment is if you changed your IP using a VPN or sent the money from a different location before sending the payment. That way you can mark the transaction as unauthorized (which unfortunately you did not). Any other way will likely get rejected. Unless you sent the money straight from your bank/credit card you can call your bank and ask them to chargeback the payment. I've dealt with chargebacks and done chargebacks myself. I know every single loophole to paypal's system. In your case your out of luck.
