If you’re unsure how to budget the $1,500, it’s worth paying someone to do work for you (if you’re not experienced). But as stated in another post above, budget around $500-1000 alone for advertising.
Here is the plan you should follow:
Make a mediocre server (one gamemode) and spend 2/3 of your budget on advertising/hosting. As you get a playerbase, slowly improve the server and gain players over time. If you do not have experience, spend your money elsewhere because the market is really saturated and your project will be a "make it or break it". So it is either failure or success in my opinion. If you want to work with someone as for the setup, builds, development, check my signature for contact.

If you want builds, definitely a good investment for the future of your server. Get high quality builds, don't pay a builder $30 to build you something that isn't appealing and that they may resell, be sure to get an exclusive build then add Anti-WDL to your server.
What you're looking for is a System Administrator, a SYS Administrator comes in handy with multiple servers (network) rather than just one. Although you can get one for one server, if you can maintain it by yourself, it's not worth it. But, you're still going to have to pay a SYS Admin a good chunk of money per month to maintain it for you.
Considering the budget you have and that you are thinking serious of investing it in a server, is telling me that you are not only in for the funs of it, and its totally cool. And like FatTaco said this project will be either be "make it or break it".
In that line of thinking you pretty much have to ask yourself, what really do you want to do and if you know the work that comes with it, and of course if you are willing to really go in to it.
Back to your question tho, one or two?
This word has been overused and the meaning its like gone but still, if you are aiming for something "new & different", you should definitely go for one server. Managing two projects from scratch will instantaneously double or pretty easy triple your issues and the things that you have to worry about.
A good thing tho, its that your timing is perfect. Its the start of March and you have plenty of time to work on a single project to make it really good and make it ready just before the summer starts, and that by itself its a huge advantage right there!
Some facts regarding the game-modes, Faction is overplayed, overdone and quite exhausted still tho, it is still going hot. Skyblock in the other hand its not that much a straight forward as a setup considering the diversity of features and ideas existing for it. Which by itself is a good thing, you only need few unique ideas to make it stand out.
My advise,
Focus on a single server and take your time. Very important part if not the most important for the project is a good planning. Like they say "good planning and preparation is half of the work".
Take your time and just cruse over the servers, get some ideas, look at what other people are making and what they are not making. You can even take the whole month doing that, gathering ideas, planning and making your list.
Don't spend all of you budget at once, leave 1/3 of it like you don't have it, in most cases there are the "unexpected expenses".
Get your self a small group of people 2/3 or atleast one person that will help you manage things, someone that you can put some trust in. Help is always a good thing in bugger projects.
After you are done with your idea and plan, hire the people to do that setup for you and start advertising before you release it. Do the hypes and thus build up some playerbase before you open. Of course you will have to have youtubers, that is essential nowadays..
Then when you release and see how things are going make it multi server or multi game-mode.
Basically, start small and secure. Spread the word and see how it goes.
Making new things is always interesting and fun!

Your budget is great to start up a good server, first you should think of something that makes the server unique If you are now looking to have a faction server or something else. Hire a developer, builders, find a host and you Will have everything ready in No time! Also you need advertisers for your server so they Can Tell everyone about the server and then you Will get a good amount of players. Under the time If you are looking to have more games after, come up with something unique and eventually it Will turn into a network the more you add. Good Luck If you are looking to create one!
