I don't think you should make a server for profit.
If you want to do it as a hobby, yea still 'worth it', just not as good as it was a few years ago.

I wouldn't say 'dying'. It's just not as relevant and it's harder to stand out now.

If it's for the profit.. no.
If it's as a hobby, sure why not.
The game itself isn't dying, but it's popularity is slowing down, and it is hard to stand out now, just like stated.

Well yeah, but it is like a gamble. Your putting money in, and theres still a chance you will fail, but if not your are looking at a lot of profit.
