the three mainly used permissions plugins currently from what ive seen are zPermissions , LuckPerms and PermissionsEx I personally hate luckperms but its decent

zPermissions and LuckPerms are the best PUBLIC permissions plugins right now.

Servers like MineHQ, Velt and Arcane use custom plugins.
You could also look at Travis Scott's core as that is good.

He doesn't respond at all and he ain't selling it until he updates it
