Is there such thing as a custom paper spigot 1.8?

So I'm thinking of making a OP factions server. I know that paper spigot allows the 1.7 cannon mechanics on the server, however I'm just curious to know what a custom paper spigot 1.8 would get me?

Also, does anyone have it that I can buy?

Well, that depends. Making a custom spigot is quite a bit of work and should generally be made only if absolutely necessary. If you only want a few minor changes, consider requesting for a custom plugin rather than an entire custom version of Spigot.

How much are you talking about?
and what features do you expect from a custom paper spigot?

Depends but don't expect it to be cheap. I'd assume the price to be in the ranges of $50-$100 or more as making a custom spigot isn't easy. What you could expect might be some performance improvements, considering that you know a particular bug in the current paper spigot that you would like to have fixed by the dev.
