I purchased two custom models of a wizard staff and a dagger. I wanted a developer of mine to create a plugin for them to be their own items, so it's not a resource pack. He said he didn't know if it was possible. He then mentioned a serverside modded client. Is this possible and if so what serverside client should I use?

You can make players put on a texture pack when they join, like on Mineplex it auto downloads a texture pack for that game, Otherwise i don't think there is any other way!

You cant do that without a client modification.
Otherwise, just replace a block with the texture and configure it to act a certain way.

I have heard 1.9 changes this all. Search 1.9 Rpg possibilities on youtube, and you will find what I am talking about.

If you use Bungeecord, I would suggest setting up a server resource pack.

You can use Spout, which is a serverside software which can also be heavily customised however that being said the users still need Spout on client side.

Serverside = Client doesn't need to use it. That's not serverside if clients need it.

Spout is both serverside and client side. My apologies for misreading your original post but that's the closest solution I know personally to your problem.
