Is this forum predominantly geared towards vanilla MC users?

I have had a few people contact me about a few things, from wanting to help me with my server staffing to plugin development.

However everyone gets confused when I link them to technicpack to download my modpack. "Is this a minecraft server?" "wait, what do you mean the plugin goes in the mods folder?" etc.

Is this forum geared more towards vanilla Minecraft servers and players? Sure, bukkit/spigot/etc, but I seem to be unable to find people that understand what modded Minecraft is.

Yes, its mostly plugin based servers, however there are a few of us that know and have played modded servers.

Yes, it is mostly focused towards bukkit and spigot servers with a vanilla gamemode. Mostly because commercially, vanilla servers are more viable. 'vanilla' here meaning it can be accessed with a vanilla client. Not pure vanilla survival

I would think that it is a majority of Vanilla minecraft players.
